New York Mills Man Accused of Stalking, Forgery, and Criminal Impersonation Due in Utica City Court Today

A New York Mills man accused of stalking, forgery and criminal impersonation, is due in Utica City Court at 9:00 this morning. Oneida County Sheriff’s Officials say 57-year-old Scott Phillips sent emails and faxes, some with harassing and slanderous comments, to Oneida County employees.

Investigators say in one, Phillips claimed to be another county employee and said that employee was resigning.
