Utica Youth Bureau Director Chet LoConti kicks off Val Bialas Ski Hill opening today through the rest of the season, plus activities for Utica school kids at the Utica Rec Center during the winter break Feb. 17 through 19, with programs for Elementary students from 2:30 to 4:30 pm, then Middle School and High School students from 4:30 to 6:30 pm.
